On July 14th, 2016 at 10:40 pm, a crazy truck enters the crowd massed on the Promenade des Anglais in Nice, France. This is an extremely violent terrorist attack and the number of injured and deceased victims is unfortunately very important. The terrorist is shot down and immediately the helpers are put in place to help the wounded and evacuate them to the nearest hospitals. The result is heavy, 434 are injured and 86 have died, 10 children and 76 adults, the violence of this attack shocks the whole world, France is bruised.

    The bodies of the deceased victims are initially left by the authorities for the purpose of the investigation which begins and they will then be transported throughout the night to the morgues of the city of Nice.

    The mobilization of Anubis is immediate. Its intervention can have a very focused perimeter as very broad, everything depends, and at this moment, will depend on what the authorities will want to implement to help the families of the victims.

    Anubis very quickly organizes a first crisis meeting with its Managers in the departments “Operation, Logistics, Network, Finance”. The first objective is to work on the intervention hypotheses and to evaluate the action plans as well as the human resources and equipment needs that can be mobilized immediately, both on the sector of intervention in Nice but also those that can be located outside Nice and sent on site. This type of pre-organization makes it possible to be ready to intervene at the time of the request for official intervention and the need for assistance requested by the authorities.

    The intervention of Anubis is very variable for various reasons. The first is that if the authorities are logically able to intervene and assume all the assistance required under these circumstances, the choice is up to the families of the victims to decide what they want to do. In this context, the authorities may request a response several days after the incident.

    Anubis is preparing to be mobilized for assistance :

    • Operational to organize the repatriation of foreign nationals.
    • Financial to pay for the funeral expenses of the undertakers for the account of the Guarantee Fund of victims of attacks.
    • Logistics to meet the needs of human resources and materials as well as means of transport, road and air.
    • Administrative for the management with the assistance companies, organize the formalities with the administrations and consular services.
    • Network to activate the local agents and those in the places of destination in France and abroad.
    • Assistance to families to help with the organization and the support after funerals.

    As of July 15th, we know the exact number of victims, but not all of them are yet identified. Anubis receives requests for assistance from the consulates concerned by victims who are foreign nationals.

    In close contact with the Ministry of Foreign Affairs, everything is set up immediately. The request for assistance concerns 11 victims, mainly foreign nationals of the countries : Russia, Ukraine, Estonia, Senegal, Morocco, Italy …

    The difficulty Anubis faces is that all families of the identified victims wish to repatriate their deceased as soon as possible. The preparation and organization of the teams allow precisely to respond effectively to this increase in pressure. The role of each one is perfectly determined and determinative for the least difficulty to be solved or circumvented. The most common questions that families ask in these circumstances are:

    • Who pays for and how high ?
    • “What is the model for a coffin ?”
    • Can the family accompany during transport ?
    • What are the formalities after the death ?
    • When can repatriation and funerals be organized ?

    The first identified victims are repatriated within 48 hours and all will be repatriated within ten days.

    Unfortunately, terrorism continues to cause casualties in many countries. The last recent intervention of Anubis concerns the French victims who died in the terrorist attack of London on 3 June 2017.

    Anubis is a pioneer of crisis management in the international funerary field.
